Following a military career in the RAF, principally as a test pilot, and later as Director Flight Operations with responsibility for flight testing and pilot training in the British Aerospace Commercial Aircraft Division, in 1995 Peter was appointed as Director of the UK confidential safety reporting programme for the UK commercial air transport industry (CHIRP), sponsored by the UK Civil Aviation Authority. In 2003, at the invitation of the UK Department for Transport, Peter developed a similar programme for the maritime industry. He was also instrumental in the development of similar air transport reporting programmes in several countries following the formal adoption of the concept of voluntary, confidential safety reporting systems by the International Civil Aviation Organisation (ICAO) prior to retiring as Chief Executive of CHIRP in 2013.

In addition to having flown more than fifty military and commercial aircraft types, Peter’s experience in aviation human factors, human performance and safety management systems spans more than forty years.

Prior to his retirement from CHIRP, Peter was instrumental in facilitating the development of CORESS.
